Is the Hadith that speaks of the virtue of fasting, and that the nation of Muhammad (peace be upon him) is closer to Allah than Moses at the time of breaking the fast, authentic?

This hadith is not from the Prophetic Sunnah, nor is it known to the memorizers of hadith (Huffaz) and hadith scholars (Muhaddithun) in their books and Musnads. Rather, it is circulated by some books whose authors filled them with fabricated stories and superstitions. The text of the hadith contains an apparent anomaly in its statement: "then I am closer to one of them than you" - meaning Moses, peace be upon him - for it is known that Messengers and Prophets are the best of humanity, and Moses, peace be upon him, is one of the Ulul-Azm (Prophets of strong will) among the Messengers. So, how could Allah draw closer to His servants more than to His Prophet Moses, peace be upon him, concerning whom He said: (And We called him from the right side of the Mount and brought him near in close converse) Maryam/52.

In conclusion: This hadith is not found in any of the reliable books, and it is not permissible to attribute it to the Messenger of Allah, peace be upon him, nor to believe in its content.
