What is the story behind the saying: "No fatwa is issued while Malik is in the city"?

It has been narrated regarding the reason for the phrase: "No fatwa is given while Malik is in Medina," that a woman in Medina had her hand stuck to the private part of a deceased woman after washing her. Malik was asked about her situation, and he ordered that she be asked what she had said. She replied: "This private part has long disobeyed its Lord." Malik then ruled that she be flogged eighty lashes for slander, whereupon her hand was freed. Ibn Hajar Al-Haytami mentioned this story in a weak form and described it as strange. Al-Dhahabi mentioned that shouts were heard, calling for no one to issue fatwas except Malik and Ibn Al-Majishun.
