It is permissible to buy the house and pay the remaining amount to the bank if the bank does not stipulate a penalty for late payment. This is based on the Prophet's (peace and blessings be upon him) saying: "(Delay in payment) by a rich person is oppression. So, if one of you is referred to a rich person (for payment), he should follow it up." However, if the bank is usurious and stipulates a penalty or interest for late payment, then it is not permissible to accept the transfer, due to the commitment to usury involved. Therefore, the installments must be paid to the homeowner so that he can pay off his debt with them.
