Is zakat obligatory on a house under construction for three years, built for investment purposes, with borrowed money?

Zakat is not obligatory on a house prepared for rent, except for the rent itself, if it reaches the nisab (minimum threshold) and a full hawl (lunar year) passes over it, taking into account any debts that might prevent the obligation of Zakat. As for the amount saved to complete construction, Zakat is obligatory on it if it reaches the nisab and a full hawl passes over it after deducting any debt.
