Is it permissible to count debts owed by others to me as part of the Zakat due from me?

Waiving a debt and considering it as part of Zakat is not permissible, due to the absence of the intention of Zakat at the time the money was given, and because Zakat involves giving and taking. Waiving a debt for an insolvent debtor is recommended, but it does not absolve one's obligation for Zakat. Zakat must be paid again to those who are eligible to receive it.
