Zakat is not obligatory on a debt whose repayment is not hoped for, such as from an insolvent or procrastinating debtor. It is zakatable for one year after its collection. However, if the debtor is solvent and does not deny his debt, the debt is zakatable every year. Debts owed by the owner of the wealth are deducted from the debt subject to zakat if he has no other funds to repay them. If what remains equals or exceeds the nisab, then zakat becomes obligatory on it.
