Is it permissible to give from the Zakat money to the orphaned son of one's sister, who lives on sporadic aid and has a small pension and a saved plot of land?

It is permissible to give Zakat to a poor nephew (sister's son) who does not possess enough to meet his needs, even if he owns a plot of land whose income is insufficient for his needs. For whoever owns property or money that does not cover his sufficiency is considered poor and is eligible for Zakat.
