Is it permissible to refrain from greeting arrogant people who do not return the greeting?

Initiating the greeting (salām) is a recommended Sunnah, while returning it is obligatory. It is recommended to initiate the greeting even if it is thought that the other party will not respond, due to the general command to spread the greeting. However, if the greeting is not initiated, there is no sin, but the reward is missed.
