Is it religiously permissible to demand payment from a person in hardship?

Asking (for charity) is permissible only for three types of people, under specific conditions:

1. A man who has taken on a financial liability (hamalah): Such as blood money (diyah) or for reconciliation between two factions, in which case it is permissible for him to ask until he obtains the required funds. 2. A man whose wealth has been destroyed by a calamity: Such as natural disasters, in which case it is permissible for him to ask until he obtains what suffices his needs. 3. A man who has been afflicted by severe poverty (faqah): After having been wealthy, in which case it is permissible for him to ask if three discerning people from his community testify to his poverty. As for someone who is originally poor and unable to earn a living, it is permissible for him to ask without the need for testimony.
