It is not permissible to stipulate a fine for late payment of school fees or any other established debt, because it is usury (riba). Similarly, it is not permissible to sign a form containing this usurious condition, even if the signatory intends to pay, because a forbidden contract may not be affirmed. The resolutions of the Islamic Fiqh Academy have explicitly prohibited this. This condition must be removed from the forms, and it is not permissible to sign them until it has been removed.
