Is paying money for mediation to enter the Police Academy permissible or forbidden?

All praise is due to Allah, and prayers and peace be upon the Messenger of Allah, and upon his family and companions. As for what follows:

If the police academy is free from Shariah violations – which is rare – then it is permissible to pay a bribe to gain admission, provided that there is no one else more deserving of admission. This is because the forbidden bribe is that which leads to the nullification of a right or the establishment of falsehood. However, that which leads to the establishment of a right is not a bribe for the giver, even if it is a bribe for the receiver.
