Is it permissible for a woman afflicted with vaginal discharge incontinence to perform ablution at home after the prayer time has begun and then go to the mosque for Taraweeh prayers, or must she perform ablution upon her arrival at the mosque? And is it considered a delay that invalidates ablution if she is asked to complete a task after performing ablution, or to drink water between Taraweeh prayers, or to check the time on her mobile phone?

Vaginal discharge invalidates ablution. If its cessation is more frequent than its presence and it is irregular, then the majority of scholars hold that it is not considered sals (incontinence). Some Hanbalis, however, have favored the view that irregular cessation is subject to the ruling of sals, even if the cessation is more frequent than the presence. If the ruling of sals applies to you, then you must perform ablution after the entry of the prayer time, and you are permitted to perform ablution at home and go to the mosque. Your ablution will not be invalidated by drinking, fulfilling a need, or looking at your phone.
