Is it permissible to abandon enjoining good and forbidding evil due to people's arrogance towards the truth and their disdain for religion?

Enjoining good and forbidding evil, and calling to Allah, are a protection for the Muslim from tribulations, and necessitate persistence even if people do not respond. This is because a lack of response does not permit abandoning these duties, as seen in the story of the People of the Sabbath, from whom only the reformers were saved, not those who remained silent. Imam Ibn Rajab said: "Enjoining good and forbidding evil are undertaken out of hope for reward, fear of punishment, righteous anger for Allah, sincere advice and mercy for the believers, and reverence and love for Allah, such that whatever harm one encounters in doing so becomes insignificant."
