Is it permissible to lend a person money from the obligatory Zakat, on the condition that what the borrower repays be spent on the Zakat beneficiaries?

It is not permissible to delay the distribution of obligatory Zakat unless there is a slight excuse, such as the absence of the money or waiting for a righteous or needy relative. It must be given to its rightful recipients immediately upon becoming due. It is not permissible to lend from Zakat money; rather, you lend to your friend from your own private money, or you give him from Zakat if he is among its rightful recipients.
