- If they mean that there are parts of the religion that can be discarded, then this is false and a sign of ignorance regarding the religion, for the entire religion is beneficial and essential.
- If they mean that Islam contains different ranks for commands (obligatory, recommended) and prohibitions (disliked, forbidden with its various types), and that it includes universals and particulars, probabilistic and definitive matters, and rulings known by necessity alongside specific rulings, then this is true.
Jurisprudence (Fiqh) is the knowledge of these ranks and placing them in their proper legal context, by prioritizing the fard (divinely ordained obligation) over the wājib (general obligation), and so on.
Just as actions have ranks, people also have varying degrees in their commitment to them (those who wrong themselves, those who are moderate, those who are foremost in good deeds). People should be treated in a manner that corresponds to their degree and capabilities, and not all should be demanded to perform what those foremost in good deeds do.
