Is "He is the One Who causes causes and directs them to their ends" referring to Allah, glory be to Him?

The intent behind this phrase is Allah, the Most High, the All-Glorious. Al-Qurtubi said in his exegesis of the verse: (And when We intend to destroy a city, We command its affluent [people], and they defiantly disobey therein; so the word comes true upon it, and We destroy it with [complete] destruction) that Allah informed that He did not destroy cities before sending messengers, as a promise from Him. And when He intends to destroy a city, with His promise having been fulfilled, He commands its affluent ones to transgress, and thus the word of destruction becomes true upon it. This teaches you that whoever perishes, perishes only by the will of Allah, for He is the One who creates and directs the causes to fulfill Allah the Almighty's preordained decree.
