What should a person do if they owe a debt in Iraq and are unable to repay it due to the current circumstances?

The debt must be returned to its rightful owners. The debtor should strive to reach them via phone calls or electronic correspondence, and agree with them on a method to deliver their right, such as sending it with a trustworthy person or transferring it via bank. If all means become impossible, it is permissible to give it as charity on their behalf. If he meets them later or it becomes easy to contact them, he should inform them. If they approve, then that is good; otherwise, he should pay them their right in full.
