Is the circulating report true that Omar ibn Abd al-Aziz said, "The dust trodden by the feet of Mu'awiyah's horse with the Messenger of Allah, peace and blessings be upon him, is better than Omar ibn Abd al-Aziz"?

The superiority of Muawiyah (may Allah be pleased with him) over Umar ibn Abd al-Aziz (may Allah be pleased with him) is an accepted fact among the Sunni Muslims. Shaykh al-Islam Ibn Taymiyyah mentioned that the dust that entered Muawiyah's nose while he was with the Messenger of Allah (peace and blessings be upon him) is better than the deeds of Umar ibn Abd al-Aziz. He also attributed this view to more than one scholar, and Abdullah ibn al-Mubarak is quoted as saying, "The dust that entered the nose of Muawiyah's horse while he was with the Prophet (peace and blessings be upon him) is better than such and such a number of people like Umar ibn Abd al-Aziz," indicating thereby that the virtue of his companionship and seeing the Prophet is unequalled by anything.
