Is it permissible to combine qisas and diya for a man who killed two men, if the guardians of one of the slain demand qisas and the guardians of the other demand diya?

If the killer is sane and intentionally killed two men, and the guardians of one of the slain demand retaliation (Qisas) while the guardians of the other demand blood money (Diyyah), then the killer must be subjected to Qisas for the first slain and pay Diyyah for the second slain. This is based on the Almighty's saying: "O you who have believed, prescribed for you is legal retribution for those murdered" and His saying: "So whoever is pardoned by his brother of anything, then prosecution should be pursued with fairness and payment should be made to him with good conduct." This view has been preferred by verifying scholars; it is the doctrine of the Hanbalis, and the Shafi'is concurred with them on this issue. This is due to the Prophet's (peace and blessings be upon him) hadith: "Whoever has a slain person from his family, then his people have two options: if they wish, they can kill, and if they wish, they can take the blood money."
