Is it permissible to purchase a power generator for the village mosque from Zakat funds, due to the urgent need for it during summer and Ramadan because of electricity outages?

It is not permissible to use zakat funds for building, renovating, furnishing mosques, or purchasing mosque necessities such as electric generators. Instead, the equivalent of the zakat must be given, because the mosque is not among the divinely prescribed categories for zakat expenditure.
