Is it permissible to give zakat money to a paternal male cousin (ibn al-ʿamm) to pay off the debt of a brother who defrauds people?

It is obligatory to advise the gambler to repent to Allah Almighty. It is not permissible to pay his debts from zakat funds unless he repents and his repentance is sincere; in that case, he can be assisted in paying his debt from zakat funds.
