Is Zakat obligatory on the rent paid in advance for the shop, or on the owner of the shop, knowing that this amount cannot be recovered under any circumstances?

You are not obligated to pay Zakat on the money paid to the shop owner, as it has left your possession. One of the conditions for Zakat to be obligatory is complete ownership.
