It is permissible to publish the picture of a kidnapped or runaway woman to identify and locate her, even if she is beautiful; because the harm of looking at her is less than the harm of her being lost or kidnapped. The lesser of two evils is committed to avert the greater. And what is forbidden as a preventative measure is permitted out of necessity.
