What is the ruling on borrowing a sum of money from a bank to pay it directly to a government entity in exchange for social housing, and is this considered usury (riba)?

The questioner in the aforementioned transaction is a borrower with interest, and has undoubtedly fallen into usury. It is obligatory for him to repent to Allah and resolve not to return to such a sin.
