What is the ruling regarding men praying behind or beside women?

It is prescribed and obligatory for women to pray behind men in mosques and elsewhere. However, in cases of necessity, such as during the Hajj season in the Prophet's Mosque or the Sacred Mosque, if women pray to the right of the worshippers, or to their left, or in front of them, the men's prayer is valid and not harmed by that.
