The easier option is to gather all the money from the salary in hand. If it reaches the nisab, he waits a full hawl and then pays Zakat on it along with any other monthly salaries that have been added to it, even if a hawl has not passed over them. This falls under the category of expediting Zakat, which is permissible.
As for paying Zakat in non-Muslim countries, it should not be given to a non-Muslim unless they are among those whose hearts are to be reconciled (Al-Mu'allafatu Qulubuhum).
