What is the ruling on taking out a loan with interest to finance a charitable project in Islamic countries?

It is not permissible to borrow with interest to finance charitable projects or any other projects, because borrowing with interest is the very essence of forbidden usury (riba). Charitable projects must be financed with lawful money, and it is not permissible to commit a forbidden act to achieve this goal, for the Prophet, peace and blessings be upon him, said: "Whatever I have forbidden for you, avoid it. And whatever I have commanded you to do, do as much of it as you can."
