Is expiation obligatory for one who ate, assuming menstruation had not ceased, then it became clear to her after eating that it had ceased?

You are required to make up one day without expiation. It was obligatory to perform ghusl immediately upon seeing purity and to make the intention to fast if it occurred before Fajr. Not performing the action out of ignorance incurs no sin and only necessitates making up the fast.
