Is it permissible to combine the Dhuhr and Asr prayers without shortening them in Britain due to the unavailability of time to perform the Asr prayer individually, and should the combination be with four rak'ahs for each prayer?

Prayer is of great importance, and Allah has commanded us to observe it at its appointed times, warning against negligence, especially regarding the Asr prayer, which is mentioned as the Middle Prayer. The Prophet, peace be upon him, said: "Whoever misses the Asr prayer, his deeds have been nullified."

One must make an effort to perform prayers on time. However, if this is not possible, there is no harm in combining the Dhuhr and Asr prayers, or the Maghrib and Isha prayers, as narrated by Muslim from Ibn Abbas, may Allah be pleased with them both: "The Messenger of Allah, peace be upon him, combined Dhuhr and Asr, and Maghrib and Isha in Medina, without fear or rain." He then said: "So as not to put his Ummah into hardship," meaning, to prevent difficulty and hardship for them.

It is necessary to perform the prayer in full, not shortened, for anyone who intends to stay in a country for more than four days. There is no necessary connection between combining and shortening prayers; shortening is only permissible during travel, whereas combining is permissible for a valid excuse while at home.
