Who bears the responsibility for the two-month fasting and the blood money in a traffic accident where a passenger of the at-fault party died, knowing that the at-fault party's vehicle is insured?

If the competent authorities determine that the second party is 100% at fault, then he bears the expiation (kaffarah) and the blood money (diyah) for the deceased and for those injured because of him. Sheikh Al-Uthaymeen mentioned that if the driver was negligent or aggressive, then he is liable for compensation (diyah and kaffarah), but if not, then he is not liable for anything. If the rightful claimants of the blood money and compensation are referred to an insurance company, then they are entitled to receive their rights from it.
