What is the ruling on purchasing a car in installments for someone who will only see it after the installment procedures have been completed?

If the car is with the seller, whether he is the owner or an agent, it is permissible to sell it in installments. It is preferable for the buyer or his representative to see it to verify its condition. If the buyer is content with an accurate description of it, that is permissible according to the majority of scholars. However, if the car is specified by description (make, type, model, specifications), it is permissible to sell it on this basis even if the buyer has not seen it, due to the reduction of ambiguity by these descriptions.
