Is it permissible to deal with a Spanish company for money transfer, taking a fixed amount as a fee for each transfer made by the customer?

There are two scenarios for dealing with the company: The first is transferring the amount in the same currency for a fee, which is permissible. The second is transferring the amount in another currency, which is currency exchange (sarf), and it requires adherence to Sharia regulations. If the transaction complies with these regulations, then the client receiving the amount in a different currency due to some countries confiscating foreign currencies does not affect the permissibility of the transaction, because the company would have fulfilled its obligation.
