The first matter: Withdrawing an amount via a credit card that is repaid with more than the original amount is precisely the forbidden usury (riba). You must repent and return the borrowed amount without interest if possible. Otherwise, you may pay the interest under duress.

The second matter: Exempting a person from repayment: If the person is genuinely unable, there is no sin in informing them of that. If they are able, lying is impermissible. However, they may use dissimulation (tawriya) after paying the principal amount, saying, "I cannot pay," intending the usurious interest.
