Does it please Allah that a husband has not spent the night with his second wife for over two years, and has not fulfilled her conjugal rights due to concealing the marriage from his first wife? And is the second wife entitled to inform the first wife?

A husband must be just among his wives in the division (of time/nights). If he inclines towards one of them, he will come on the Day of Resurrection with his side leaning. It is not the right of one wife to inform another wife of the husband's injustice, but it is her right to demand justice from him. If he does not act justly, she has the choice between divorce and remaining. It is advised to be patient, seek Allah's help, consult wise people, and perform Istikhara (prayer for guidance).
