What is the ruling on publishing and circulating pictures of elderly women, both veiled and unveiled?

If the old woman is one by whom men are not tempted, and there is a need to publish her picture, then there is no harm in that. However, if there is no need, it should be abandoned due to the اختلاف الفقهاء (difference of opinion among jurists) regarding the ruling on photographic imaging, and because photographing women - even old ones - may be a cause of temptation.
