Is it permissible to sell a plot of land allocated by the state while it is still being paid for in installments, and before its full price has been settled, given that there are conditions restricting the sale and transfer process? And is it permissible to circumvent these conditions?

The basic principle is the obligation to fulfill contracts and abide by agreed-upon conditions, based on the Almighty's saying: "O you who have believed, fulfill [all] contracts," and the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions." Therefore, if the state stipulates the payment of administrative fees and financial dues, or prohibits submitting applications on behalf of others and sharing, then it is obligatory to fulfill these conditions, as they were set to serve the public interest.
