What is the ruling on a man looking at a non-mahram woman (whether veiled or unveiled) for the purpose of a worldly need without lust?

The basic principle is the prohibition of looking at women and the lowering of the gaze. However, the rulings on looking differ between a veiled woman and an unveiled woman. As for the unveiled woman, she has exposed 'awrat (parts of the body that must be covered) which it is forbidden to look at, by scholarly consensus, due to the Almighty's saying: (Tell the believing men to lower their gaze and guard their private parts...) [Qur'an 24:30]. As for the veiled woman who has only uncovered her face, it is permissible to look at her face to the extent of need for interaction, such as buying and selling, teaching, and giving testimony, provided that it is not accompanied by lust or temptation, because need is treated as a necessity.
