When is Zakat on money obligatory, and is it permissible to give it to a brother to help him finish furnishing his wedding apartment?

Zakat is obligatory only under two conditions: the wealth reaching the nisab (minimum threshold) and complete ownership. The passing of a hawl (one lunar year) is not a condition for all types of zakatable wealth. It is a condition for the zakat on gold and silver (currencies), livestock, and trade goods. As for crops and fruits, their zakat is due at the time of their harvest, based on the Almighty's saying: "And give its due on the day of its harvest." As for rikaz (buried treasure), its zakat is due at the time of its extraction, and its amount is one-fifth, based on the Prophet's (peace be upon him) saying: "And on rikaz is one-fifth." It is permissible to give zakat to a brother for the finishing of a marriage apartment if he does not possess sufficient housing, is unable to secure housing, the finishing touches are essential and not for luxury, and he does not have enough money to complete them.
