Is it permissible to pay an expiation of 15 Riyals for each day of fasting missed by the wife—who owes 90 accumulated days of fasting due to repeated pregnancies, breastfeeding, illness, or menstruation in her youth—especially since she is currently unable to make them up?

One must make up for missed Ramadan fasts, and it is not permissible to delay making them up without a valid excuse until another Ramadan begins. Otherwise, one is obligated to make them up along with an expiation of feeding one mudd (a measure of food) for each day. However, if the delay was due to a valid excuse, such as an illness from which recovery is hoped, then only making up the fasts is required after the excuse is gone. If the illness is chronic with no hope of recovery, or if one is unable to fast due to old age, then only feeding is obligatory. Similarly, if a pregnant or breastfeeding woman fears for herself or her fetus, she may break her fast and is only required to make up the missed fasts. If making up the fasts was possible but was neglected until another Ramadan began, then along with making them up, an expiation of feeding one mudd for each day to a needy person becomes obligatory.
