If the brother has reached the age of sexual desire, he is to be treated as an adult. If your clothes are very tight, revealing the 'awrah (intimate parts) and causing temptation, then it is not permissible for you to appear before him or before other mahrams (unmarriageable kin) while wearing them. In this situation, gently and respectfully explain to your mother the limits of a woman's 'awrah before mahrams, while being careful to honor her and treat her kindly.
