Is it permissible to deduct the amount of debt from the principal of zakat every year?

"A debt is deducted from the Zakat-liable wealth if there is no other money, exceeding basic needs, that the Zakat payer can use to offset the debt. This applies to both immediate and deferred debts. There is also a narration from Ahmad stating that only immediate debts are to be deducted."
