Is it permissible to send video games that contain music and unveiled women, and lead to wasting time and addiction?

It is not permissible to play games that include music or images of naked women, nor is it permissible to publish them or direct others to them. This is because doing so constitutes assisting in what is forbidden, based on His — the Almighty's — saying: "And do not cooperate in sin and aggression."
