For a bequest to be valid, it must not be for an heir, unless the other heirs approve, based on the Prophet's (PBUH) saying: "No bequest for an heir." So, if they do not grant permission, the bequest is not executed. If the beneficiary of the bequest is one of the heirs, it is not permissible to execute it unless the other heirs approve. If they approve, they have the right to change it to something else. However, if the beneficiary of the bequest is not one of the heirs, it is not permissible to change it except with the permission of the legatee, because the right belongs to him.
