Reciting the Qur'an (tartil) means reading it with deliberation, tranquility, and contemplation of its meanings, while observing its tajwid rules. This is the highest level of recitation. It can only be achieved by applying the tajwid rules established by the Prophet, peace and blessings be upon him. As for "singing" the Qur'an, it means beautifying one's voice with it without affectation. The Prophet's saying, peace and blessings be upon him: "It will be said to the companion of the Qur'an: 'Recite and ascend, and recite distinctly (rattil)...'" means that the reciter's rank in Paradise will be at the last verse he recites.
