Is it permissible to give Zakat to a working nephew (sister's son) who took out a loan to complete building his house and needs to pay off the debt?

It is permissible to give zakat to a brother to help him complete the construction of his house if he does not have other sufficient housing for himself and his family, and he is unable to secure housing, even by renting. Similarly, it is permissible to give zakat to pay off his debt if he is unable to repay it.
