What is the ruling on saying "Bismillah" (In the name of Allah) if one starts reciting from the middle of a surah?

If a reciter begins reading from the middle of a surah, he has the choice of whether or not to recite the Basmalah, as stated by the scholars of recitation. Imam Al-Shatibi said: "And it is essential for you at the beginning of a surah other than it [i.e., Surah At-Tawbah], and in parts [of a surah], the reciter is given a choice."
