Is zakat obligatory on money if a year has passed on it, even if it was spent before the zakat was paid?

Zakat is obligatory on money under two conditions: the saved money reaching the nisab (equivalent to 85 grams of gold or 595 grams of silver), and the passage of a full lunar year (hawl) after reaching the nisab. If the money falls below the nisab during the hawl due to spending, then there is no Zakat on it according to the Shafi'is and Hanbalis, and this is the view given for fatwa, contrary to the Hanafis who consider the nisab at the beginning and end of the hawl. If the owner deliberately reduces the money below the nisab near the time of Zakat to evade it, some scholars obligate Zakat on him as a counter-measure to his intention, while others believe it is not due. However, if the money decreases due to being spent improperly without the intention of evasion, then there is no Zakat on it.
