The majority of scholars adduced several proofs for the non-obligation of zakat on jewelry, including: a weak hadith from Al-Tabarani: "There is no zakat on jewelry," established narrations from the Companions and their Successors, its analogy to possessions prepared for permissible use, and the fact that it does not grow. Furthermore, the Prophet, peace and blessings be upon him, did not command the Companions to pay zakat on jewelry, and he commanded Mu'adh to take zakat from gold but did not mention jewelry. The majority has issued a fatwa that zakat is not obligatory on jewelry, and this is the relied-upon opinion.
