Is Zakat obligatory for a university student on the installments paid to him, even though he does not own them and cannot withdraw them?

The student is not obligated to pay Zakat on tuition fees paid on their behalf. Those funds are considered a rental payment for education, and their Zakat is due from the lessor (the university), not the student. Once the funds are paid to the university, they become its property.
