We have previously explained the method of calculating zakat on salary, its conditions, and its timing. The gist of the matter is that whoever saves a portion of their salary must pay zakat on what they have saved, if a complete lunar year has passed over it, and it reaches the nisab either by itself or when combined with other assets. There are two options for someone who saves monthly: either to pay zakat on the entire amount when the first nisab they accumulated reaches its hawl (lunar year), or to record the date of each salary and pay zakat on it when its hawl is due. The amount of zakat that must be paid is 2.5%. If the hawl is due and you have a debt that consumes all or part of the nisab, and you do not have non-zakat-eligible money to cover it, then the debt nullifies the zakat on "bāṭina" (hidden) assets. As for frozen funds, if the freezing does not prevent its owner from disposing of it when needed through certain procedures, then zakat is due on it every year, because it is a zakat-eligible asset that is owned.
